Because I've seen these in the past it does ruin PKIng.

There will be no pking on a pk server if bunch of people decide to ragg. We've experience this before in previous servers.

ragging is different than pking, I could care less if he pjs me or attacks me, that fact is hes running over my fight making it difficult for me to fight someone
