Mythical cape

With most other DS2 content already added, it'd be great to see the addition of the Mythical cape (BIS for crush bonus).

I'd like to see it added for a 1M GP cost from an existing NPC, eg. Perdu. This way, if DS2 is added in the future as a miniquest, it's easy to replace capes with GP in an update.
