tbh, start making it harder to make money doing pvm and make it easier to make money pking, make edgeville a hotspot for getting blood money drops and more blood money from target kills, just make it more appealing and it will be fine imo

It's an issue because the pk shop (blood money) is more funded via bonds than anything else.
